
A Percentage of Income Payment Plan, or "PIPP", is a program that makes utility bills affordable for low income households by reducing monthly payments to only 6% of income for their electricity and 4% of income for water. PIPPs are in place at utilities across the country, including in Virginia, Ohio and Pennsylvania.
